Woodlawn State Park See surfspot at Google Maps - shallow beach break gets some surf on strong SW wind. Watch videos of how it looks like in the Summer.

Ashtabula has a bunch of beaches, but most of them are private. Watch this video of Ben Gravy attempting to surf somewhere in the vicinity. Yet, there are at least 3 known surf spots accessible to public:

Walnut Beach Park See surfspot at Google Maps - sandy beach, may get waves on W, SW and strong NE winds. Watch video for sample conditions in April. Established kiting and windsurfing spot.

Saybrook Park See surfspot at Google Maps - sandy beach may be blocked now.

Geneva State ParkSee surfspot at Google Maps - nice sandy beach.

There is only chance for surfing on W, SW, strong NE winds.

Beaches at Mentor-On-The-Lake start generating surf on NW, W, SW winds.

Headlands Beach State Park See surfspot at Google Maps - Nice sandy beach. Used mostly for windsurfing and kiting.

Mentor Beach Park See surfspot at Google Maps - I honestly don't see where exactly to surf there (maybe there is some other Metro Park in the area), I think the Yacht Club nearby is a better bet.

Edgewater Park Beach See surfspot at Google Maps well-established surf spot in Cleveland, OH. The best waves build at breakwall and sewer pipe on strong NE, NW, and SW winds. There are also some references to surfing in Euclid Park See surfspot at Google Maps - but the sandy beach seem to be spoiled with the wave breakers. West outskirt looks promising though.

Presquile State Park See surfspot at Google Maps - shore and sand breaks at Sunset Point and Beach #6 work on NW, W, SW winds. A little bit skeptical on Beach #6 because of wave breakers, but still, that is closest surf spot to Pittsburgh. Check this video by Ben Gravy for a good surf day in the past.

Freeport Beach See surfspot at Google Maps - waves build along sand and pebble beach on NW, SW.

Yet another good place on lake Erie Canadian shore. Check out the Pier at Port Stanley Beach: waves may come at sand bar on SW, SE winds. I'd also have a look at the small sandy beach at Main St. exit, the satellite photo shows some wrinkles coming to the shore.

City of Sandusky, Ohio See surfspot at Google Maps, USA has surf spots on Cedar Point See surfspot at Google Maps down to Nickel Plate Beach See surfspot at Google Maps close to Huron, OH. Looks like Sheldon Marsh State Nature Preserve See surfspot at Google Maps and small beach at Bay Point Marina & Resort See surfspot at Google Maps might work too. The spots are supposed to work on strong NE winds.

There more than one surf spot in Port Colborne, ON area See surfspot at Google Maps going off on SW winds, and one of them is especially Pleasant. :-) Word of caution though: Please respect private property!!! Here is a sneak peek on how surfing may look like on lake Erie in the Summer, in the Fall, in the Winter.
Nickel Beach See surfspot at Google Maps provides rolling shore break.
Wyldewood Beach See surfspot at Google Maps - ideal for shortboarding.
